Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed Senate Bill 961 - Joint Legislative Task Force on Small Group Market Health Insurance.

This bill establishes a Joint Legislative Task Force on Small Group Market Health Insurance and requires the Task Force to report to the presiding officers and specified committees of the General Assembly on or before January 1, 2006. House Bill 1017, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 961.
