possessed special registration plates for recipients of specified
armed forces medals to return to the Motor Vehicle Administration, at
a specified time, the special registration plate and validation tabs
displayed on the rear of the deceased owner's vehicle; authorizing the
surviving spouse to retain a special registration plate that was
displayed on the front of the deceased vehicle owner's vehicle; etc.
