Allowing a county administrative judge to appoint a jury commissioner and employ staff; providing for the compensation of a jury commissioner and staff; requiring the State to reimburse counties for salaries and specified expenses relating to the employment of jury commissioners and staff for specified circuit courts for the purposes of jury selection and jury functions; providing for specified budget limitations; requiring specified appropriations to be included in the State budget; etc.
