Authorizing the governing body of Frederick County to provide, by law,
for a property tax credit against the county property tax imposed on
specified dwellings owned by a homeowner at least 70 years old and of
limited income under specified circumstances; and requiring the
governing body of Frederick County to specify restrictions and
eligibility requirements for the property tax credit if enacted.
