Authorizing a local Chesapeake and Atlantic Coastal Bays Critical Area program to allow the local jurisdiction to reverse a decision on the use of growth allocation under specified circumstances; creating an exception for a reversal of a growth allocation use decision to the requirement that zoning map amendments may only be granted under specified circumstances; and altering the definition of "program refinement" to include a reversal of a growth allocation use decision.
