Requiring the New Prince George's County Board of Education to determine in specified updated comprehensive master plans its capacity to provide full-day kindergarten programs and prekindergarten programs; requiring the county board to contract with specified alternative early learning and child care providers to provide specified full-day kindergarten and prekindergarten programs under specified circumstances; etc.
