Synopsis:

Requiring the Motor Vehicle Administration (MVA) to promptly issue vehicle certificates of title; requiring the MVA to provide notification of delays exceeding 30 days in the issuance of certificates of title; requiring the MVA to provide a credit or reimbursement against the vehicle titling fee and vehicle taxes owed by the applicant for a certificate of title if prompt issuance of a vehicle certificate of title does not occur; etc.
