Establishing the Library Media Center Improvement Fund; specifying the purpose and uses of the Fund; requiring the State Department of Education to administer the Fund; providing for the holding of and accounting for the Fund; providing for the investment of money in the Fund; requiring the Governor to include specified amounts of money in the State budget for the Fund in specified fiscal years; providing for the calculation of the amount of grants to county boards from the Fund; etc.
