Establishing a pilot program on underground conversion in the U.S. Route 1 corridor of overhead electric and communication utilities underground under authority of the Public Service Commission; providing for the purposes of the pilot program; requiring the conversion of facilities in the pilot program area to begin on or before July 1, 2009; requiring the Commission to conduct specified proceedings; etc.
