Requiring health care providers, in accordance with a subpoena, to
disclose medical records for mental health services to the State Board
of Physicians for investigations into complaints made by a specified
person under specified circumstances; authorizing the Board to issue
subpoenas for medical records for mental health services for
investigations into complaints made by a specified person if the Board
notifies the patient that the subpoena has been issued and that the
patient may assert rights within a specified period of time; etc.
