Requiring that a question be placed on the ballot in Baltimore City at
the November 2007 general election to determine the sense of the
voters in Baltimore City on the issue of whether the Baltimore City
Board of School Commissioners should be changed from a system of
members appointed jointly by the Mayor of Baltimore City and the
Governor to a mixed system of members, with some appointed by the
Mayor of Baltimore City, some appointed by the Governor, and some
elected by the voters of Baltimore City; etc.
