Prohibiting specified water and sewer authorities from forcing the sale of real estate affected by a specified lien except under specified circumstances; requiring a specified purchaser of real estate at a forced sale to remit specified profits to the previous owner, tenant, or occupant; establishing methods for assessment of the amount remitted; etc.
