Synopsis:

Altering the purpose of the Restoration Fund in the Department of Natural Resources to include planting trees on private property to replace trees that were destroyed by a treatment to control plant pests under specified circumstances; authorizing the use of the Fund to replace trees destroyed as a result of a quarantine imposed by the Secretary of Agriculture; making the Act an emergency measure; etc.
