Altering permit requirements relating to the appropriation and use of
State groundwater; exempting specified users from permit requirements;
providing for specified penalties for misappropriation or misuse of
groundwater; requiring the Department of the Environment to meet and
consult with a local government before bringing a specified civil
action; providing that the Department shall be considered in
compliance of specified provisions of the Act after specified
consultation with a local government; etc.
