Synopsis:

Requiring specified persons to use eMaryland Marketplace to advertise for and conduct specified procurements and to publish notice of an award of specified contracts; requiring the Department of General Services and the Department of Budget and Management to study and report to the General Assembly on specified matters on or before specified dates; defining specified terms; and making the Act an emergency measure.
