Commission is a body politic and corporate and an instrumentality of

members of the Commission; prohibiting a member of the Commission from
receiving compensation; authorizing a member to receive specified
reimbursement; requiring the Commission, on November 1, 2013, to
report findings and recommendations to the General Assembly; etc.
