2011; requiring specified manufacturers to reduce specified
phosphorous levels by April 1, 2011; prohibiting specified
manufacturers from exceeding specified phosphorous levels under
specified circumstances; requiring specified reports; authorizing the
Department of Agriculture to adopt regulations; etc.
