Altering the eligibility requirements to obtain a high school diploma
by examination by repealing the 3-month waiting period from the date
of withdrawal from the high school; and repealing the authority of the
Secretary of Labor, Licensing, and Regulation to waive a specified
withdrawal requirement if the Secretary considers the waiver
justifiable.
