Establishing a Lead Poisoning Primary Prevention Fund in the Department of the Environment; providing for the administration of the Fund; requiring the Department to use Fund for specified purposes; requiring money distributed from the Fund to be in the form of a grant; exempting the Fund from � 7-302 of the State Finance and Procurement Article; requiring the Governor to include specified funding in the State budget for the Fund in specified fiscal years; etc.
