seeking reimbursement from the Rate Stabilization Account of the
Maryland Health Care Provider Rate Stabilization Fund on behalf of

determination, send a specified notice, and apply to the Account for
reimbursement; repealing specified audit requirements; altering
reporting requirements; etc.
