Requiring the Board of Directors for the Maryland Health Insurance
Plan to give an individual an opportunity for a specified hearing
before the Board denies the eligibility of the individual for coverage
under the Plan; requiring the Board to give notice and hold the
hearing in accordance with specified provisions of law; authorizing
the individual to be represented by counsel at the hearing;
authorizing the Board to issue subpoenas under specified
circumstances; etc.
