from planning or constructing the New Youth Detention Facility in
Baltimore City; prohibiting the planning or construction of a

has conducted a study on implementing specified recommendations;
stating the intention of the General Assembly that all State funding
that would have been used to construct or operate a specified facility
be redirected for a specified purpose; etc.
