Synopsis:

Requiring a court to report specified information to the State Board of Elections when the court finds that an individual under guardianship for mental disability cannot communicate a desire to participate in the voting process; requiring the State Board to establish guidelines for a subsequent election absentee ballot list; requiring specified forms for making an application for an absentee ballot to include specified information and require the voter to make a specified acknowledgement; etc.
