§5–301.

    (a)    Except as otherwise provided by law, this section does not apply to a requirement or violation of:

        (1)    Subtitle 4 of this title;

        (2)    Title 7, Subtitle 1 of this article;

        (3)    Title 8, Subtitles 1 and 3 of this article; or

        (4)    Title 9, Subtitle 3 of this article.

    (b)    A public service company:

        (1)    shall comply fully with the requirements of this division; and

        (2)    may not violate any provision of this division.
