Article - State Finance and Procurement
§10–201.
(a) The Board may appoint a full-time secretary.
(b) The secretary serves at the pleasure of the Board.
(c) The secretary:
(1) must be a person of high character and integrity; and
(2) shall be appointed on the basis of executive skill and ability.
