    The Governor shall include in the annual operating or capital budget an appropriation to the Administration to be used to comply with the Watershed Implementation Plan in the amount of:

        (1)    $45,000,000 for fiscal year 2015;

        (2)    $65,000,000 for fiscal year 2016;

        (3)    $85,000,000 for fiscal year 2017;

        (4)    $100,000,000 for fiscal year 2018; and

        (5)    $100,000,000 for fiscal year 2019.
