Synopsis
                                Prohibiting a person from knowingly and without lawful purpose obstructing, hindering, impeding, or blocking the use of a highway; and establishing that knowingly and without lawful purpose obstructing, hindering, impeding, or blocking the use of a highway is a misdemeanor and is subject to imprisonment not exceeding 3 years or a fine not exceeding $2,500 or both.
