Prohibiting certain persons from bidding on property at a tax sale; requiring the collector of taxes to declare a certificate of sale void and issue a new certificate of sale to the governing body of a county or municipal corporation if the certificate of sale was delivered to a person who was prohibited under the Act from bidding on property; and prohibiting assignment of a certificate of sale to certain persons.
