Synopsis:

Requiring the Department of Natural Resources to pay certain landowners 50% of the costs associated with the management and control of the spread of phragmites on the landowner's property under certain circumstances; authorizing the Secretary of the Department to take action necessary for managing and controlling the spread of phragmites; etc.
