Synopsis:

Repealing the authority of the Board of Public Works to sell and effect the transfer of a specified annuity of the Northern Central Railway Company; and repealing the authority of the Board of Public Works to release lands from the lien of the mortgage from the Northern Central Railway Company to the State.
