subject to the county's budget approval and deduction authority to the
same extent as if the entities were county agencies, subject to
specified limitations; requiring that a county budget include

county-funded State entities relating to budgetary and procurement
policies; specifying that the Act does not authorize a county to
assume the functions of specified entities; etc.
