Establishing a Medical Education Program Fund to assist in paying the
cost of medical education programs to train health practitioners for
primary care medicine practices and careers; requiring the State
Insurance Commissioner to collect fees from health insurers, nonprofit
health service plans, and health maintenance organizations according
to a certain percentage of premiums collected; and requiring the
Commission to assess a fee on health insurers, nonprofit health
service plans, and health maintenance organizations.
