policy to request mediation of any issue related to a claim for
reimbursement of personal injury or property damages arising out of
the ownership, operation, use, or maintenance of a motor vehicle;
specifying the form and manner of a request for mediation; specifying
the conduct and procedures to be followed for a mediation; requiring
the Insurance Commissioner to select mediators randomly; specifying
qualifications for an individual to be selected as a mediator; etc.
