Synopsis:

Requiring that certain inmates who have an alcohol or drug dependence be placed in treatment programs under specified circumstances; making a specified exception; requiring that procedures and standards be subject to specified regulations; requiring the State Alcohol and Drug Abuse Administration to adopt regulations; requiring the State to provide funding for the provision of alcohol and drug abuse treatment under specified circumstances; etc.
