Establishing a State Blue Ribbon Commission on Summer Youth Employment; providing for the composition, chairman, reimbursement, and staffing of the Commission; requiring the Commission to formulate a strategic plan of action to establish a source of funding for job opportunities for the youth of the State for the summer of 1996; requiring the Commission to make a certain report on or before April 30, 1996; making the Act an emergency measure; etc.
