capita; requiring the State to allocate and distribute the grant among
the subdivisions and qualifying municipalities in the subdivisions on
a per capita basis; increasing to $1,200 per officer a yearly payment
by the State to qualifying municipalities based on the number of sworn
police officers employed full time by the municipality; etc.
