Altering the allocation of State transfer tax revenues for a certain fiscal year; altering certain provisions for reconciliation of certain excesses or deficiencies in State transfer tax revenues; requiring the Department of Transportation to establish a selection process for a certain purpose; altering a certain requirement for the Governor to include certain appropriations and for the Comptroller to make certain distributions; etc.
