Requiring a public service company to submit an economic impact
analysis and rating to the Public Service Commission when applying for
grant of a franchise, approval of a change in rates, or issuance of a
certificate of public convenience and necessity; prohibiting the
Public Service Commission from granting specified actions concerning a
public service company if the approvals would provide unfair economic
advantage to the public service company over small businesses; and
defining terms.
