Prohibiting an intake officer from proceeding with an informal
adjustment procedure in a case in which a complaint alleges a child
committed a delinquent act unless a child's parent or guardian agrees
to withdraw the parent's or guardian's consent to the child's driver's
license or if the child does not yet hold a license, the parent or
guardian agrees to withhold consent to the child's license; requiring
an intake officer to notify the Motor Vehicle Administration of the
withdrawal of a parent's or guardian's consent; etc.
