Prohibiting a person from intentionally contacting or communicating
with a minor, with knowledge or reason to believe the person is a
minor, for the purpose of committing a criminal act against or with
the minor; establishing a violation of the Act as a felony subject to
a fine not exceeding $25,000 or a term of imprisonment not exceeding
10 years or both on conviction; defining "contact or communicate
with"; etc.
