Repealing a requirement that the Department of Natural Resources
maintain certain lists for the issuance of a tidal fish license;
repealing certain categories of applicants and preferences for a

completed application and fees; repealing the requirement that the
Department determine the number of licenses that may be issued under a
formula; repealing requirements that a license be transferred to a
person on a certain waiting list; etc.
