Repealing provisions of law relating to certain contested case
hearings for environmental permits; establishing appeals on certain
permit decisions made by the Department of the Environment;
establishing certain standards for determining whether a person is
aggrieved under the provisions of law relating to appeals on certain
permit decisions made by the Department; and requiring the Secretary
of the Department of the Environment to compile a record of an appeal
which shall include certain information.
