Requiring that, whenever an agreement by the Department of State
Police to function as a local police force in a county or municipality
is terminated, the Department shall reimburse the county or
municipality for the depreciated value of specified equipment in
accordance with a specified schedule; requiring the county or
municipality to give at least 5 years' notice to terminate services
under specified circumstances; requiring the Department to phase out
its employees upon termination of an agreement; etc.
