Expanding the prohibition against the distribution of tobacco products, cigarette rolling papers, and tobacco product coupons to minors; requiring law enforcement officers that are authorized to make arrests to issue civil citations to persons for violations of a specified provision of law related to minors' access to tobacco products; etc.
