a capacity of 1,749 gallons or less; eliminating the requirement that
each conveyance be separately registered; specifying that the
Comptroller must issue a letter of registration to qualified
applicants; repealing the term and renewal provisions for
registration; and repealing the requirement for petroleum transporter
vehicle identification markers.
