Synopsis:

Authorizing the General Assembly to increase or add items relating to the Executive Branch in the annual Budget Bill; providing that the Governor may veto Executive Branch items in the Budget Bill that are increased or added by the General Assembly; requiring a special session of the General Assembly to be held if the Governor vetos any Budget Bill item; etc.
