Quality Financing Administration to make loans from the Drinking Water
Loan Fund to persons other than local governments; establishing
conditions for receiving a loan from the Drinking Water Loan Fund; and
authorizing the transfer of funds between the Drinking Water Loan Fund
and the Water Quality Fund.
