Authorizing the County Commissioners of St. Mary's County, to borrow up to $10,000,000 to finance the construction, improvement, and development of public facilities in St. Mary's County, and to effect the borrowing by the issuance and sale at public or private sale of its general obligation bonds; and establishing rules and guidelines for the sale of the bond and related matters.
