Altering the method of calculating benefit assessment charges by the St. Mary's County Metropolitan Commission; authorizing specified charges for upgrading water and sewer facilities under specified circumstances; altering a requirement of providing service to specified properties; requiring specified charges to be uniform within a designated service area; allowing specified revenues to be applied to upgraded or improved water supply or sewerage systems; and making stylistic changes and correcting specified references.
