Providing that, in a foreclosure sale, the portion of a lien on a
condominium unit that consists of not more than 6 months of unpaid
condominium assessments is prior to a first mortgage or deed of trust
if the assessments included in the lien are based on specified
expenses and in accordance with the annual budget adopted by the
council of unit owners; providing for the abrogation of the Act upon
the occurrence of a specified contingency; and providing for an
exception related to the State.
